Police spokespersons are on record for stating that this person was not known to police.
"According to police, Masood was not the subject of any current investigations and there was “no prior intelligence about his intent to mount a terrorist attack”.
He was, however, known to police and security services, with previous convictions for assaults, including GBH, possession of offensive weapons and public order offences. He had not been convicted for any terrorism offences.
In a speech to the Commons, Theresa May said the attacker had been investigated by MI5 over violent extremism, describing him as a “peripheral” figure. The Prime Minister added: “He was not part of the current intelligence picture.” Isil said that the attacker answered “calls to target citizens of coalition" nations”.
