Many Law Enforcement Agencies such as the
New Zealand Police purchase and retain
Grenade Launchers for use in "crowd control".
The NZ Police have previously publicly announced & shown their procurement of 40 MM Sponge Rounds for use in their 40 MM Grenade Launchers - these specialist
less lethal rounds are very expensive to purchase and I doubt that there is much 40 MM training or practice.

XM1006 Safariland Sponge Round as issued to
New Zealand Police is generally NOT Lethal when used properly .. but
each spin-stabilized shot of this proper ammunition will cost more than x
500 rim-fire .22" rounds.
