________

SCOPE (c) The process by which Mr Tarrant acquired a firearms licence, whether the licence can be linked to the attack, and whether any identified deficiencies in that process have now been addressed by way of legislative amendments or process changes.

The Royal Commission was critical of a number of aspects of the Police process. Firstly, it was critical of the Police’s failure to interview a near relative.128 Secondly, it concluded that the gaming friend was not an appropriate referee due to his “episodic” relationship with Mr Tarrant and the fact a detailed examination of the relationship between he and Mr Tarrant was not undertaken.129 Thirdly, the relationship between the gaming friend’s parent, the second referee, and Mr Tarrant was too limited for that person to have served as a referee.130 This meant there were serious deficiencies in the way Mr Tarrant’s application was dealt with.

  1. The 'non-vetting' of Tarrant was so deficient in every aspect vis a vis the requirements of law that the level of incompetence boggles the mind, It's hard to believe such dereliction of duty in a police officer, and the failure to follow up a serious complaint about Tarrant two weeks before the shooting happened.
Come to think of it, Dunedin police failed to act on a similar complaint about David Grey back in 1990 and Aramoana happened just after.
One wonders what is going on in Dunedin...
There was nothing really wrong with the old arms laws, which is more than I can say about the present ones, which are a total shambles, being written by people that know nothing of the subject.
The public is much less safe now than before, as our chain of shootings in the last year illustrate quite graphically. It will only get worse under this regime and set of arms laws.

    1. I repeat myself ... YOU are very perceptive Kathryn. - Totally correct. the Aramoana shooting was outstanding in the level of incompetence displayed by by police .. for example two armed officers cowered in a ditch when Grey walked past them in the night and refused to shoot him and end the event because "he posed no immediate threat to them". Police then held back ambulance officers from helping the wounded - leaving them to bleed for hours.
